Condominium tower · West Palm Beach

La Clara

A 25-story condominium tower marketed as 1515 South Flagler Drive and recorded as 200 Arkona Court, designed by Hariri Pontarini for Great Gulf, with 83 residences that began closing in May 2023.

What it is

A Toronto Developer’s First Florida Tower

La Clara is the newest finished resale tower on South Flagler Drive. Great Gulf of Toronto, with Terrace Mountain, launched it in late 2018, closed a $110 million construction loan with Bank OZK in February 2021 and finished the building in the summer of 2023; the county recorded 32 closings on May 2 that year and 50 more on May 18. Hariri Pontarini Architects designed it with Stantec’s Miami studio as architect of record, in white stucco, coral stone, travertine and bronze accents rather than the glass of its neighbors.

The address is the first thing I explain to a buyer. Marketing says 1515 South Flagler Drive; the Palm Beach County Property Appraiser indexes all 83 residences at 200 Arkona Court under the subdivision “1515 Flagler Condo,” so a search on the Flagler address returns nothing. The second thing I explain is that the association sued the developer in February 2025, which is why this page has a longer documents section than most.

The county square footage field may indicate living area rather than a measured interior, and brokerage “under air” figures differ from it. I quote both and never price from one alone.

Residences and views

Smaller Plans Than Its Neighbors, Water From Nearly Every One

La Clara was designed with more residences and smaller plans than The Bristol: six floor plans from one-bedroom, one-and-a-half-bath residences near 1,200 square feet under air to three-bedroom, three-and-a-half-bath plans around 3,800, with the penthouse past 7,800 by the county measure. Ceilings are about 9 feet 10 inches, balconies run from 358 to 1,153 square feet, and the developer promised that 82 of the 83 residences would have unobstructed water views. Kitchens were specified with Snaidero cabinetry and Miele appliances, with stone and porcelain floors.

Pricing has moved since 2023. First closings ran from about $1.5 million to $18.8 million with a median near $3.4 million. Resale prices since then are in the live market table above, and current asking prices are in the listings on this page.

Amenities and services

A Quiet Amenity Program and a Lawsuit About It

The amenity list below is what current profiles describe. Part of the association’s complaint concerns common-area finishes that it says differ from what was sold, so I walk these spaces with the complaint in hand.

  • Concierge, valet and security at the entry
  • Lap pool and sundeck with daybeds; landscaped gardens and terraces
  • Fitness center with yoga studio; spa treatment room; sauna
  • Clubhouse with chef’s kitchen, dining room and wine tasting room
  • Business center and workspaces; library
  • Private garages; bicycle storage

Water access

On the Water, Without a Dock

La Clara fronts the Intracoastal, and listings describe Intracoastal access and marina views. I found no private dock, slips or marina in any developer, trade or brokerage source, and the amenity lists do not include one. Treat the view as the amenity.

For a boat, the nearby options are leased slips at Palm Harbor Marina downtown, about 200 slips for 50 to 250 feet, or Safe Harbor Rybovich on North Flagler for yachts to 100 meters. From this stretch of South Flagler a boat passes the Royal Park Bridge (21 feet closed) and the Flagler Memorial Bridge (17 feet closed), both bascule spans that open, before the clear run to the Lake Worth Inlet. The Flagler building with its own slips is One Watermark Place, 22 slips to about 100 feet.

What I Read in This Building’s Documents

A 2023 building with a developer lawsuit is a specific reading list. In order:

  • The complaint and the docket. The association’s February 2025 suit alleges that finishes sold in the marketing, bronze-finished windows, wood flooring and millwork, a temperature-controlled wine room, a glass staircase, were replaced with lesser materials, and reports name balcony railings that trap water. I read the complaint, the current docket and the association’s litigation budget, and I ask how any recovery or repair would be funded in the meantime.
  • Turnover financials. The developer’s estimated budget against the owner-controlled budgets since 2023, the insurance line in each, and any special assessment, including one for legal fees.
  • Structural integrity reserve study. Required now for a building of this height; its items cannot be waived by vote since January 1, 2026. For a new building the first study sets the baseline, and I read what it assumed about the items in dispute.
  • Warranty and defect notices. Chapter 558 notices, engineer reports and any settlement terms, so you know what is fixed, what is funded and what is still open.
  • Leasing, pets and the FAQ sheet. The declaration for minimum term and leases per year, the pet rule as recorded, and the frequently asked questions sheet, which must disclose the litigation.
  • The address on every document. Title, insurance and county records use 200 Arkona Court; marketing uses 1515 South Flagler. I make sure the contract and the estoppel match the recorded address.

Questions

Questions Buyers Ask Me About La Clara

What is the La Clara lawsuit about?

In February 2025 the condominium association sued Great Gulf and other parties, alleging that finishes shown in the sales materials were replaced with lesser ones and that there are construction defects, including balcony railings. The developer has contested it. As of the latest coverage I read there is no ruling or settlement, and I read the docket.

Why can’t I find 1515 South Flagler Drive in county records?

The county indexes all 83 residences at 200 Arkona Court, in the subdivision “1515 Flagler Condo.” Search by the Arkona address or the parcel number.

How many residences and how large?

Eighty-three, on 25 floors. Most plans run from about 1,200 to 3,800 square feet under air in one to three bedrooms; the penthouse is about 7,800 square feet by the county measure.

Does La Clara have boat slips?

No source I read lists a dock or marina. The nearest slips are leased at Palm Harbor Marina downtown; One Watermark Place is the Flagler building that owns its slips.

What are the fees and are pets allowed?

Association fees run about $4,002 a month at the median of current listings, and most fall in the range of $2,938 to $7,347. Pets are allowed with breed, number and size limits. I confirm the current budget, any assessment and the rules as recorded.
