Overview
About Parrot Cove
Parrot Cove is the neighborhood association for the original townsite blocks between Federal Highway and the Lake Worth Lagoon, from Lucerne Avenue north to 13th Avenue North. Its south half is the Old Lucerne Historic Residential District, listed on the National Register in 2001.
The association area holds about 890 homes on about 700 parcels: about 540 single-family houses, plus duplexes, small apartment buildings, condominiums and co-ops. The county roll dates most houses from the 1920s to the 1950s, with a median of 1950. Most lots are on the Town of Lake Worth plat; a 2005 subdivision of about 35 houses called Parrot Cove sits inside it on its own plat.
North Palmway, North Ocean Breeze and North Lakeside Drive run north and south, and North Golfview Road follows the water beside the Lake Worth Beach Golf Club. Bryant Park and the bridge to the beach are a few blocks south.
Nearly all of Parrot Cove falls in the city’s Old Lucerne or Northeast Lucerne historic districts, so exterior changes go through historic preservation review. The city lists it as a neighborhood association, not a homeowners’ association.

What Else to Check
- Historic district review Exterior changes, additions and demolition inside a city historic district go through the city’s historic preservation review; we check the district and any open approvals for a specific address.
- No mandatory HOA The city lists this as a neighborhood association, not a homeowners’ association, so there are no neighborhood dues; condominiums and a few small plats inside it have their own associations.
- City electric service Homes inside the City of Lake Worth Beach are served by the city’s own electric utility rather than FPL; we read a recent bill for a specific home.
- Taxes and insurance After a sale the assessed value resets the following January. Flood zone and roof age drive insurance quotes, so we check both for the address.
- Estoppel The closing agent orders an estoppel certificate from each association, which confirms what is owed at closing.
Documents to Review Before Closing
- Before you sign: leasing, pet and approval rules if they matter to you
- After you sign: the declaration, articles, bylaws, rules, budget and reserves, with the cancellation window Florida law sets once you receive them
- For buildings three stories or taller: milestone inspection and structural integrity reserve study status
- Before closing: the estoppel certificate from the condominium association
