Waterview Towers, West Palm Beach
A 27-story tower from 1981 at 400 N Flagler Drive, West Palm Beach 33401, with 132 residences of about 1,700 to 2,600 square feet, Palm Harbor Marina’s floating docks directly in front and sharing its street address, monthly fees that current listings put around $2,415 at the median, a two-year leasing ban for new owners and a 45-year-old structure that lives under Florida’s inspection rules.
I read the milestone and reserve documents, the leasing article with its two-year ban and the marina’s slip terms, which are separate from the condominium, before you count on a fee or a berth.
What it is
What Waterview Towers is
Waterview Towers is a downtown building where the boat is part of the view from the kitchen. It went up in 1981 at 400 N Flagler Drive, 27 stories by the brokerage and database pages (one building database says 25), with 132 residences of two to four bedrooms running from about 1,700 to more than 2,600 square feet under air. Palm Harbor Marina’s floating docks lie directly in front of the building, and the marina office uses the same street address, Suite A.
The live market table above shows the last twelve months of sales, and current asking prices are in the listings on this page. Floor and marina exposure move price more than anything else in this building, so I compare the same plan on different floors.
The building runs with a doorman and concierge, 24-hour security, valet and allocated underground parking, a heated pool over the docks with a cabana and sauna, a clubhouse and fitness room, and tennis and pickleball courts. That service and the water are the appeal. The 1981 date and the marina’s separate ownership are the two things I make sure you understand.

Marina and milestone
Fees, the two-year leasing ban and whose docks those are
Fees first. Fees run about $2,415 a month at the median of current listings, and most fall in the range of $1,858 to $2,634. A 2022 sale itemized the fee as common areas, cable television, insurance, grounds, sewer, security, trash and water. One 2024 sale of a 2,579-square-foot corner showed an unusually high monthly fee, which is either a special assessment being paid inside the fee or an entry error, and I find out which, because an assessment in the fee is exactly what a 1981 building produces.
Second, the structure. Waterview Towers at 45 years is well inside Florida’s milestone inspection requirement and the structural integrity reserve study that follows. I did not find a public word on where the association stands, which is ordinary; these reports go to owners. I request the Phase 1 report, any Phase 2 report, the reserve study, the reserve balance and the minutes on concrete, balconies, the garage and the seawall, and I read the insurance page for the wind deductible that would land on 132 owners.
Third, the rules, which are stricter here than in most of the buildings on this list for a new owner. Listings record a board interview, buyer approval and no leasing in the first two years of ownership, with leasing allowed under restrictions after that. Nothing public gives the minimum term or the annual limit. Pets are allowed with breed, number and size limits reported. Both articles are in the recorded declaration and I read them as recorded, and I ask the manager how many residences are leased today.
Then the docks, which are the reason many owners choose this address and the thing most often misunderstood about it. Palm Harbor Marina is a commercial marina. Its slips, 200 by one guide and 221 by another, take yachts to 250 feet on floating docks in about 11 feet at low water, with fuel at the dock, and the marina leases them. No source shows a slip deeded or reserved to a Waterview residence. Owning here puts the marina at your door; keeping a boat there is a separate agreement with the marina, with its own rate, term and waiting list, and I get that in writing alongside the condominium documents. From the marina the ocean is north through the Lake Worth Inlet with no bridge in between.

What I check before you buy in Waterview Towers
Two sets of documents here, the condominium’s and the marina’s, and I read both.
- The current budget, what the fee includes for that line, and two years of assessments levied or proposed, including whatever explains the unusually high 2024 fee.
- Milestone inspection reports, the structural integrity reserve study and the reserve balance against it.
- Board minutes for concrete, balcony, garage and seawall work.
- The leasing article as recorded: the two-year ban, minimum term, annual limit, interview and approval, and today’s count of leased residences.
- The pet article as recorded, with breed, number and size limits.
- Palm Harbor Marina’s slip terms for your boat: rate, term, renewal, waiting list and the length and draft limits, in writing from the marina.
Questions
Questions Buyers Ask About Waterview Towers
What are the fees at Waterview Towers?
$2,415 a month is the median of current listings, and most fall in the range of $1,858 to $2,634, covering common areas, cable, insurance, grounds, sewer, security, trash and water. One 2024 sale showed an unusually high fee; I ask the association what it included. I read the budget for the exact line.
Can I lease my residence?
Not in the first two years of ownership, by the listings, and after that with restrictions, a board interview and approval. The minimum term and annual limit are in the recorded declaration, which I read before you count on income.
Does Waterview Towers come with a boat slip?
No. Palm Harbor Marina sits directly in front and shares the address, but it is a commercial marina that leases its slips, to yachts of 250 feet in about 11 feet of water. A berth is a separate agreement with the marina, and I get the terms in writing.
Are pets allowed?
Yes, with breed, number and size limits reported. The recorded pet article controls and I read it.
Does the condo inspection law apply?
Yes. A 1981 tower of 27 stories on the Intracoastal falls under Florida’s milestone inspection and structural reserve rules. I request the reports, the reserve study and the reserve balance.
How many residences and how tall?
132 residences of about 1,700 to 2,600 square feet. Twenty-seven stories by the brokerage and database pages; one building database says 25.
