Overview
About Downtown Jewel
Downtown Jewel is the neighborhood that starts at the shops and restaurants of Lake and Lucerne Avenues and runs south through the lettered streets. It is one of the oldest parts of the city: the county roll puts the median year built at about 1931, and some houses date to the 1910s.
The city’s neighborhood association map draws it from Lucerne Avenue south to about 6th Avenue South, between Dixie Highway and Federal Highway. Inside that line are about 970 homes: cottages and bungalows on South J, K, L and M Streets, duplexes and small apartment buildings, and condominiums, the largest being The Lucerne at 511 Lucerne Avenue.
The northern edge takes in the Old Town commercial district, listed on the National Register of Historic Places in 2001, and most of the residential blocks fall in the city’s Southeast Lucerne local historic district. Exterior changes to homes in a local historic district go through the city’s historic preservation review.
Bryant Park and the Intracoastal are a few blocks east, and the beach is across the Lake Avenue bridge.

What Else to Check
- Historic district review Most homes here are in the Southeast Lucerne local historic district, where exterior work needs city historic preservation approval; we confirm the district and any open permits for a specific home.
- Condominium association Condominium units in the neighborhood each carry their own association assessment; we confirm it from the association’s documents.
- Taxes and insurance After a sale the assessed value resets the following January. Flood zone and roof age drive insurance quotes, so we check both for the address.
- Estoppel The closing agent orders an estoppel certificate from each association, which confirms what is owed at closing.
Documents to Review Before Closing
- Before you sign: leasing, pet and approval rules if they matter to you
- After you sign: the declaration, articles, bylaws, rules, budget and reserves, with the cancellation window Florida law sets once you receive them
- For buildings three stories or taller: milestone inspection and structural integrity reserve study status
- Before closing: the estoppel certificate from the condominium association
