Tiara, Singer Island

A 1977 oceanfront tower at 3000 N Ocean Drive, Riviera Beach 33404, 42 or 43 stories depending on who counts, about 320 residences, rebuilt from 2004 to 2008 after two hurricanes gutted it, with a guard gate, concierge, valet, a 43rd-floor restaurant and monthly fees that current listings put at a median of $1,663.

I read the structural inspection and reserve study, the leasing article and the assessment history before you count on a fee or a season of rental income.

What it is

What the Tiara is

The Tiara went up in 1977 at 3000 N Ocean Drive on the north end of Singer Island, and at 42 stories by the county’s reckoning, 43 by the listings, it is the tallest building on the island. The count of residences differs by source as well: a 2008 trade report and a brokerage page say 320, a listing site says 341. Floor plans run from one-bedroom units of about 1,000 square feet to two-bedroom plans of 1,445 to 1,600 under air, plus penthouses, and every unit faces the water on at least one side.

The building’s story is September 2004. Hurricanes Frances and Jeanne tore the tower open, Wilma added to it the next year, and the owners were displaced from 2004 to 2008 while the building was rebuilt at a reported cost of about $140 million, of which insurance covered about $88 million. During those years owners kept paying taxes and maintenance, and the association sued its insurer. Residents returned in 2008 to impact glass throughout, new plumbing and electrical, and rebuilt common areas. Listing sites that show a 2005 build year are describing that rebuild, not the original.

Today the Tiara runs as a full-service building: a manned gate, lobby concierge, valet, a heated pool on the beach deck with café dining, tennis and pickleball, fitness rooms, a billiards lounge and the Marquis restaurant on the top floor. The service is the appeal, and the service is also the fee, which is why the documents are where I start.

Fees, leasing and the building questions

Fees first. Fees run about $1,663 a month at the median of current listings, and most fall in the range of $900 to $1,829. A brokerage page says the fee covers common areas, grounds, the building and roof, the pool, security, property insurance, water, sewer, trash, pest control, cable and internet. In a full-service tower the fee is mostly staff and insurance, and both of those move. I read the current budget and the last two years of assessments, not the average.

Leasing is the second question, because a one-bedroom here is often bought for the season. The listings say leasing is allowed with restrictions and tenant approval; one listing site gives a 90-day minimum and a one-year maximum; a 2026 listing describes a seasonal October-to-March lease. Pets are the opposite: most listings say none, one brokerage page says allowed with limits on number and size. Both answers live in the recorded declaration and the current rules, so I read those rather than a remark, and I ask the manager how many units are leased today.

Then the building. A 1977 concrete tower on the ocean, three stories or more, sits squarely inside Florida’s milestone inspection and structural integrity reserve study rules, and at 49 years old the first cycle has come due. The 2004 to 2008 rebuild means much of the envelope and the systems are newer than the frame, which is good news, and it also means the documents are long: the inspection report, the reserve study, the reserve balance, the insurance in force and the deductibles on wind and flood. I ask for every one of them and for any assessment proposed, before you count on a number.

For the specific home

What I check before you buy in Tiara

A full-service tower is only as good as its documents. This is what I open first.

  • The current budget, what the monthly fee includes, and the last two years of assessments, levied or proposed.
  • The milestone inspection report, the structural integrity reserve study and the reserve balance against it, with the 2004 to 2008 rebuild scope in hand.
  • The leasing article in the recorded declaration: minimum term, frequency, approval process and fees, plus how many units are leased today.
  • The pet rule as recorded, since the listings disagree.
  • Insurance in force for the building and the wind and flood deductibles that would land on owners.
  • Buyer approval process and timing, parking and storage assignments, and the estoppel reconciled to the closing figure.

Questions

Questions Buyers Ask About Tiara

What are the monthly fees at the Tiara?

Current listings show a median of $1,663 a month, with most in the range of $900 to $1,829. A brokerage page says the fee covers the building, insurance, security, utilities, cable and internet. I read the current budget for the unit you want.

Can I rent out a Tiara condo?

Leasing is allowed with restrictions and tenant approval. One listing site gives a 90-day minimum and a one-year maximum, and a 2026 listing describes a seasonal October-to-March lease. I confirm the terms against the recorded declaration before you count on income.

Are pets allowed?

Most listings say no. One brokerage page says yes with limits on number and size. The recorded rules decide, and I read them before you bring a dog to a showing.

What happened to the Tiara in 2004?

Hurricanes Frances and Jeanne tore the 1977 tower open in September 2004, Wilma added damage in 2005, and owners were displaced until 2008 while the building was rebuilt at a reported $140 million, with insurance covering about $88 million. Residents returned to impact glass, new systems and rebuilt common areas.

Does the condo inspection law apply?

Yes. A 1977 tower of three stories or more on the coast falls under Florida’s milestone inspection and structural reserve rules. I request the inspection report, the reserve study and the reserve balance.

How many units and how tall?

About 320 residences by a 2008 trade report and a brokerage page; a listing site says 341. Forty-two stories by one count and 43 by the listings, with the Marquis restaurant on the top floor.
