Overview

A Beach-to-Intracoastal Neighborhood From the 1980s

The Bluffs is a group of neighborhoods in south Jupiter that Burg & DiVosta built in the mid-1980s, running from the Atlantic beach west across US 1 to the Intracoastal.

Sales opened in 1984 and demand was strong enough that buyers camped out overnight; the builder switched to a lottery. County records show most homes finished between 1984 and 1987, built with the cast-in-place concrete system the company was known for.

Only Ocean at the Bluffs sits east of US 1, on the beach, in eleven five-story condominium buildings. West of the highway are The Ridge (single-family houses), The Lakes and River North (townhomes), Marina at the Bluffs (22 condominium buildings beside The Bluffs Marina) and the River at the Bluffs houses along the Intracoastal. Villas of Ocean Dunes, a gated townhome loop, sits beside them.

There is no Bluffs-wide master association today: a Bluffs umbrella association was formed in 1990 and dissolved in 1994, so each neighborhood has its own association, budget and rules. That is why we gather the documents for the specific building or street before you make an offer.

What It Costs to Own in The Bluffs

Beyond the mortgage and property taxes, a home in The Bluffs carries one association charge, set by its own neighborhood. The amounts are not published in one place, so we gather the current figures for any home you are serious about.

  • Neighborhood association Each neighborhood has its own homeowners’ or condominium association, with its own budget and rules on leasing, pets and exterior changes. Ocean at the Bluffs and Marina at the Bluffs are condominiums. Florida law gives buyers the association disclosure summary or the condominium documents, with a window to cancel, before closing.
  • No master association There is no Bluffs-wide assessment today; the umbrella association formed in 1990 was dissolved in 1994.
  • Condominium buildings The Ocean and Marina buildings are five stories, so Florida’s milestone inspection and structural integrity reserve study rules apply. Their status and any planned assessments belong in the questions before you sign.
  • Boat slips The Bluffs Marina is a separate condominium of slips with its own associations; a residence does not come with a slip.
  • Taxes and insurance After a sale the assessed value resets to market value the following January, so a buyer’s tax bill can be higher than the seller’s. Flood zones differ between the beach, the lakes and the Intracoastal side, and insurance quotes depend on them.

Documents to Review Before Closing

  • Before you sign: the seller’s association disclosure summary (home associations) and the parcel’s tax bill
  • Before you sign: leasing and approval rules if you may rent, and architectural rules for exterior changes
  • After you sign, for condominiums: the declaration, budget and reserves, with a seven-business-day window to cancel, plus milestone inspection and reserve study status for buildings three stories or taller
  • Before closing: the estoppel certificate from the association, ordered by the closing agent
